  Foreword

Steve BarclayReading the articles in this issue of Hong Kong Monitor caused me to reflect on the enormous changes that have taken place in Hong Kong's economy over the past two to three decades.

It is not so long ago that Hong Kong was synonymous with manufacturing, and that the 'Made in Hong Kong' label appeared on almost every other shirt, watch, toy or kitchen appliance you bought.

But that was before the opening up of China saw Hong Kong's manufacturing base transferred lock, stock and barrel across the border in just a few short years.

In place of manufacturing, Hong Kong quickly developed as a services economy and is now perhaps the most services oriented economy in the world. In place of factories we now see the financial services centre, professional services, logistics, tourism and the like.

Hong Kong's future prosperity is becoming ever more dependent on the brains, not the brawn, of its people. For this to continue we need to ensure that our young people get the best possible education, and that they retain and expand their cosmopolitan nature. The Australian Government's New Colombo Plan, and similar efforts in New Zealand, which will encourage more young Aussies and Kiwis to study, visit and work in Hong Kong will make very welcome contributions to our efforts.
